You could create an app that both people signed into that required enough personal info to track the other person down if something goes wrong or one of you tests positive for STIs later on.

The app could include a checklist for different kinds of sex, to encourage partners to communicate their desires and boundaries ahead of time.

The app could include space for shared commitments ex if I am in pain, we will stop.

It’s not a solution to rape. An app won’t be that.

But this kind of app would actually help.
